I never really got into Half-Life/Source mods as I felt the engine was a little bit too limited to tell grand stories - which cyberpunk style games tend to have.

I came across another Cyperpunk game today, this time of the interactive fiction genre but for PCs, and it's rather new!

It's not quite Net Gain, as it has flying cars, but it seems rather dark and otherwise rather fitting.

Top Secret
Spycraft
Wilderness of Mirrors - espionage RPG
Blowback - supposed to be based on Burn Notice
Millenium's End - "technothriller" rpg

Computer Games:
Heist (supposedly - I could never get this buggy junk to run). The 2000 version, not the action 2011 one.
Der Clou/The Clue - another "case the joints and plan robberies" game
Central Intelligence - another 1994 game, strategic spy/revolution activity.
Evil Genius
Us and Them - Cold War - I just heard of this strategic spy game
Chaos Overlords - strategic gang game, had some interesting interactions
Republic: The Revolution - flawed, but had some interesting spy/influence/control mechanics.
Gangsters - recruiting, managing criminal activity. The strategy part was interesting, the realtime part sucked.

I really enjoyed a demo of Heist that I got from a magazine way back, though I could never get the full version (perhaps not particularly legally sourced) to work.

Great suggestions for the others, though! Evil Genius is a fantastic game that deserved a sequel, The Clue (as well as its sequel The Sting) was a superb game and still available as abandonware and runnable via DosBox (or the much better graphical interface based D-Fend).

I own Republic, though I don't think I ever fully understood what was going on. Or why. Or how. The manual was huge, and I'm sure it would have answered many of my questions, but I just couldn't face reading it.
